E-Designation and New York City Voluntary Cleanup Program (VCP)

Hazardous Materials

These are properties that have been assigned an “E”- Designation by New York City, for potential hazardous materials, noise, and/or air quality issues, and are usually located in areas that have been re-zoned. The E-designation/VCP are applicable upon redevelopment of a property, and are managed by the New York City Mayor’s Office of Environmental Remediation (OER).

Athenica’s services for E-designated properties typically include preparation of coordination with OER and preparation of investigation work plans and plans to address noise and air quality requirements (in conjunction with the building design team), collection of samples of environmental media (soil, groundwater, soil vapor, ambient air) for laboratory analysis, data assessment and preparation of investigation reports and remedial action work plans, inspection/oversight of required remediation activities, and preparation of reports documenting proper implementation of E-designation requirements.
